Nobody likes rules, at least not too many rules anyway. A life of freeriding and racing in a rule free world; that's the dream.
The reality however is that to run a professional top level event where big money and even bigger reputations are on the line in the international cage fight that is the World Tour we must set out some parameters to keep a safe and consistently high level of races and events.
